2002 E46 torque converter lock-up

I am not seeing any torque converter lock-up on my 2002 E46 330CI (75k miles) and I believe I should be.

Can anyone tell me:
1)  At what rpm/speeds should the converter be locking ?
2)  I suspect the lock-up solenoid.  Is that reasonable ?
30  Is this accessible with the pan and filter removed ?
